Regional Authorities in North Rhine-Westphalia (Internet, Intranet)

All of the five regional authorities in North Rhine-Westphalia (NRW) use Infopark's CMS Fiona for managing their web presences. The system is also used for maintaining the web presences of minor public auhorities as well as for their intranets.

Köln Detmold

The five regional authorities Arnsberg, Detmold, Düsseldorf, Köln, and Münster are the permanent regional representations of the federal state government of North Rhine-Westphalia. As intermediary federal authorities, they supervise subordinate state authorities as well as the counties and free cities of the respective regions.

The use of Infopark’s Content Management System (CMS) enables the editors in the departments to easily add or modify content, decentrally and in a timely manner. The resulting effects of using the CMS are satisfied editors, more efficient workflows, and faster content updates.

Regional Authority Arnsberg

The regional authority Arnsberg introduced Infopark’s CMS in 2001, in conjunction with the relaunch of their new website.

The introduction of a CMS was prepared by extensively screening the content of almost all departments in coordination with the regional authority. Content screening aims at analyzing, classifying, and prioritizing existing as well as planned content. The documented results of this process later served as the basis for realizing the concepts of content restructuring, permission assignment, and workflow management.

Infopark’s software solutions enable the department for mining and energy, for example, to completely maintain their collection of mining directions in the CMS. 2,900 documents that existed only as printed versions before, are available in digital formats for the past eight years, making it much easier to manage and to revise them.

Düsseldorf Düsseldorf

Regional Authority Düsseldorf

The regional authority Düsseldorf, largest regional authority in North Rhine-Westphalia, uses Infopark’s web solutions since 2003 to realize their web presence.

In 2006, the web presence of the regional authority Düsseldorf was completely modernized. In response to the growing demand for better accessibility, the regional authority decided to have a barrier-free website design developed and implemented. Information structures were complex, and the system was being migrated to the latest version of Infopark CMS Fiona at that time. However, the platform that was created still fully meets the requirements and also serves as a basis for expanding their web presence, which is becoming more relevant.

As part of the 2010 Relaunch the information gateway of the regional authority Düsseldorf was redesigned with a new concept. The project focused on simplifying the access to information which can now be found intuitively in an attractive and representative appearance.

Concerning closeness to citizens and transparency the internet site especially focuses on the communication with its citizens. This is relevant for the availability of daily information as well as for press releases but also for the publication of important documents and administrative forms. The internet appearance is completed by a Quick Access to information via TagCloud as well as a Wap-Slider on the front page that offers access to the internet sites of all regions and regional free cities of the authority region. The project was realized by Babiel GmbH.

Regional Authority Münster

In 2003, the regional authority Münster closely inspected a variety of content maintenance products in order to find a replacement for the software they had been using at that time. This software was outdated and difficult to understand for editors. Finally, Infopark’s web solutions were chosen. “We switched over to a flexible and innovative CMS”, said Hartwig Diekel, webmaster of the regional authority Münster.

Next to general information about the regional authority, the website offers, for example, an easy-to-use database of teacher’s training courses, and a database of teachers willing to swap their employment location. In 2006, the web presence was redesigned with Infopark CMS Fiona. All accessibility criteria were met as the website was relaunched.

Honored with the “BIENE” Award

The regional authority Münster also manages the web presence of the pension administration of NRW. In the “BIENE 2006” contest, this website was among the top 25 of 376 participants. Since 2003, the benificial organizations “Aktion Mensch” and the “Digitale Chancen” foundation annually award the best accessible German-language websites. “BIENE” stands for “Accessible Internet Enables New Insights”.
