Since 2001 the federal state of North Rhine-Westphalia holds a license to use Infopark CMS Fiona state wide. Numerous projects have been completed, amongst others nine ministries and five district councils realized their internet and intranet presences with Infopark CMS Fiona. |

Europe-wide Call for Tenders for the CMS License
With about 18 million inhabitants North Rhine-Westphalia is the most populous federal state in Germany. In order to manage web contents effectively and to build easy-to-use e-government solutions, the federal state government decided to introduce one content management system to be used throughout all federal state institutions. Infopark CMS Fiona won against numerous European competitors.
Several Hundred CMS Projects
Since 2001 Infopark CMS Fiona is available as a uniform tool to all federal state institutions in North Rhine-Westphalia. Up to today several hundreds of websites, intranets and e-government solutions have been realized.
Thanks to Infopark CMS Fiona the migration of large amounts of data as well as the integration of different directory services could be handled easily and efficiently.
Infopark CMS Fiona at District Councils and Federal State Ministries
All of North Rhine-Westphalia’s five district councils and nine out of ten ministries use Infopark CMS Fiona to build their websites. But Infopark’s content management system is also employed to manage intranet presences throughout federal state institutions such as the Ministry of Justice. Highlights amongst the projects are the database of jurisdiction and the online application procedure for teachers.
The Ministry for School and Education also uses Infopark CMS Fiona. Several thousands of pre-existing documents have been migrated to the new system and at the same time mistakes in those HTML-documents could be corrected.

Tax Authorities of North Rhine-Westphalia
North Rhine-Westphalia’s tax authorities also build and maintain their websites with Infopark CMS Fiona. To provide all staff with personalized access to the new intranet presence, the 150 formerly independent user administrations of the tax authorities have been merged. Project staff migrated more than 10,000 pre-existing documents from about 150 web servers of subordinated administrations into Infopark’s CMS.
Now all the federal state’s tax and revenue offices can be found in one uniform web presence. Also the pages of many other institutions belonging to the tax authorities such as the training center and the computer center have been given a standardized layout.

Cooperation with Partner Companies
Several partner companies have been involved in the implementation of the new internet and intranet presences of the Federal State of North Rhine-Westphalia, amongst others Babiel GmbH. Commissioned by the the Federal State of North Rhine-Westphalia Babiel GmbH developed basic components for the CMS to enable a speedy execution of the projects at hand. The solutions resulting from this cooperation are compiled and documented using standardized code conventions thus facilitating transfers and adjustments by third parties.
